Rayquaza is holding a z crystal (even one that's not compatible with any of its moves) you don't yet have the key stone, which you get by fighting dexio at the edge of poni plains and poni. The move tutor there can teach dragon ascent to your rayquaza. I have gotten a shiny rayquaza in pokemon ultra sun through trade and it knows dragon ascent, but i can't mega evolve it.

To mega evolve, the pokemon must hold its mega stone (or know dragon ascent, in the case of rayquaza), and the trainer must have a key stone. More precisely, i can mega evolve rayquaza during normal battles, though i can't do the same when i'm playing online. As legendary pokémon, kyogre and groudon will start at level 60 for sun and moon players and level 100 for ultra sun and ultra moon. To mega evolve, the pokemon must hold its mega stone (or know dragon ascent, in the case of rayquaza), and the trainer must have a key stone.
